David McCracken, COL, USA (Ret)

David was commissioned as a 2nd Lieutenant of Infantry from USMA in 1974 & served on active duty in U.S. Army Special Forces until 2003. After retirement from the Army, he served as a DoD civil servant until 2012. Here in WNC, he fostered the Smoky Mountains Outreach Foundation and the VET SMILES initiative to support dental health for local veterans in 7 counties.

Spence Campbell, COL, USA (Ret)

Spence received a commission into the Army via ROTC at the University of Tennessee, Knoxville, and an MA in Russian Studies from Georgetown University, Washington DC. He was a Military Intelligence officer, and served two tours in Vietnam and numerous other tours in Europe and elsewhere. He retired as a Colonel in 1992 after 24 years of service and settled in his wife‘s hometown of Hendersonville. He spent many years as a volunteer in nonprofits. He has served on the WNC MOAA board for eight years and is a chapter Past President.

Jeff Snyder, Col, USAF (Ret)

Air Force Rep

Jeff had 30 years of operational aircraft maintenance experience with extensive expertise in tactical aircraft maintenance. He commanded three maintenance squadrons and a maintenance group. After retirement in 2008, Jeff became a consultant for a large defense contractor, where he provided in-depth assessments of maintenance operations. Jeff and his wife live in north Henderson County, NC

Bob Rebscher, Capt, USMC (Ret)


Bob joined the USMC Reserve in 1956 while in high school on Long Island, NY. After graduating, he entered active duty and rose to the rank of Staff Sergeant. During the first of two tours in Vietnam, he was commissioned a Second Lieutenant (Temporary) due to the Corps’ need for additional officers. Later, as a Captain, he reverted to Gunnery Sergeant. His final assignment was as the Sergeant Major of 2d Recon Bn, 2d Marine Division, having served in all enlisted ranks as well as Second Lieutenant through Captain. Retired as a Captain after 22 years, he happily lives with his wife in Pisgah Forest, NC. He has two children, three grandchildren, and one greatgrandchild.

Herb Mensch, CAPT, USN (Ret)

Navy Rep

Herb grew up in Leawood, Kansas and graduated from the U S Naval Academy in 1961. He served in Submarines for the majority of his career. Following retirement, he worked as a consultant for several Navy and Marine Corps acquisition programs. Since retiring, he and his wife have made their home in Flat Rocks, NC.
