Donna Cantrell Culp, Capt, USAF (Fmr)

Donna graduated from Texas Women’s University in 1980 with a BS in Occupational Therapy (OT). She was a practicing therapist when she received a direct commission into the USAF in 1985, serving in the U.S. and Germany and leaving the service in 1992. She retired from OT after a 23-year career in 2003, worked briefly for Sunrise Senior Living and the Department of State before starting a second career with the CIA 2005-2016, serving in the U.S., the U.K., Jordan, Egypt and Iraq. She now lives with her husband and family dog, Chelsea, in Waynesville, NC.

Ron Urrutia, LCDR, USN (Ret)

First Vice President

Ron enlisted in the USN in 1964. He rose to the rank of Master Chief Petty Officer (E-9), and was then granted permanent status as a LDO Lieutenant, retiring in 1988 as a Lieutenant Commander. His awards include a Bronze Star for Urgent Fury (Grenada). After retirement he built two successful companies providing IT and Program services to DoD, including work for ASD R&D. He is currently a consultant and Chairman of the BOD for Smoky Mountain Pregnancy Care Center. Ron lives with his wife in Franklin near 8 of their 14 grandchildren.

Ty Keplinger, MAJ, ARNG (Ret)

Second Vice President

Ty attended UNC at Chapel Hill and was commissioned via ROTC into the Army in 2006. While in both construction and sapper units he served two tours in Afghanistan. In 2015, he departed from active duty, and joined Edward Jones as a financial advisor. He continued his military service in the NC ARNG until retirement. Originally from Reidsville, NC, he now makes his home in Hendersonville, NC with his wife, three kids, and two dogs.

Bob Rebscher, Capt, USMC (Ret)

Spouse: (Sally)


Bob joined the USMC Reserve in 1956, while in high school on Long Island, NY. After graduating, he entered active duty and rose to the rank of Staff Sergeant. During the first of two tours in Vietnam, he was commissioned a 2d Lieutenant (Temporary) due to the Corps’ need for additional officers. Later, as a Captain, he reverted to Gunnery Sergeant. His final assignment was as the Sergeant Major of 2d Recon Bn, 2d Marine Division, having served in all of enlisted ranks as well as Second Lieutenant through Captain. Retired as a Captain after 22 years (the highest rank held) he happily lives with his wife in Pisgah Forest, NC. He has two children, three grandchildren, and one greatgrandchild.

Mike Covell, CAPT, USN (Ret)

Mike attended Tufts University on a ROTC scholarship graduating in 1961 with a degree in Civil Engineering. After a short tour on a surface ship, he served aboard the nuclear submarines USS Woodrow Wilson, USS Sunfish, USS Ulysses S. Grant, and USS Sand Lance, also serving as nuclear power instructor, Department Head SSBN Security OP-2, Commander Submarine Squadron 22, and Commanding Officer Submarine Training Facility Charleston, SC. He retired in 1991 and worked in nuclear power plants for 10 years. He now enjoys life in Flat Rock, NC, with his wife and border collies. He has served in several officer positions in WNC-MOAA and is a past president.
